According to the provisions of the Fisheries Law 2017 and Decree No. 26/2019/ND-CP dated March 8, 2019 of the Government, fishing vessels with a length of 15m or more must install a cruise monitoring device before April 1, 2020 and must ensure that the equipment operates continuously 24/24 hours from the time the ship leaves the port to the time it returns.

Accordingly, ships with a length of 15m to less than 24 m will be supervised by provincial Departments of Agriculture and Rural Development, and ships with a length of 24 m or more will be supervised by the Directorate of Fisheries.

The installation of a cruise monitoring machine will help the authorities manage the fisheries more conveniently, and at the same time, easily trace the origin of seafood caught by fishermen at sea, limiting the situation of fishing vessels. fishing in the wrong area.

Currently, the whole province of Nghệ An has 1,129 ships out of a total of 1,182 ships that have installed cruise monitoring equipment, reaching the rate of 95.52%. However, on the fishing vessel monitoring system of the Directorate of Fisheries, only 965 boats are displayed, reaching 81.64%, so the Directorate of Fisheries has put 164 ships that have been cut off or stopped serving as unfitted. Of which, 89 fishing boats reported equipment failure, mainly in Dien Chau district; There are 75 fishing vessels that have not yet paid subscription fees to maintain cruise monitoring equipment.

Faced with that situation, Nghệ An Fisheries Sub – Department had to notify the People’s Committees of coastal communes and wards, requesting that the shipowners have their services cut off to quickly activate the equipment, pay the fees to maintain the operation in accordance with the regulations. regulations. At the same time, it is proposed that the inter-sectoral working groups at fishing ports and the Coast Guard Stations of the sea route direct inspection and control, resolutely do not depart for ships on the list of suspended services, and strictly handle them. fishing vessels that go fishing without maintaining cruise monitoring equipment.

According to the notice, until December 10, 2021, fishing vessels on the list of suspended services that fail to maintain the operation of cruise monitoring equipment will have their issued fishing licenses revoked.
