Marine aquaculture needs to transcend boundaries, integrate with tourism

According to the head of the Fisheries Department, the development space for aquaculture on the sea should not be confined by regulations but should transcend boundaries and integrate with other economic sectors such as tourism.

On the afternoon of March 25th, the Ministry of Agriculture and Rural Development, in coordination with the Quảng Ninh Provincial People’s Committee, held a press conference regarding the sustainable aquaculture development conference – insights from Quảng Ninh, taking place on March 31st and April 1st in Hạ Long City.

Trần Đình Luân, head of the Fisheries Department, stated that the aquaculture conference is a significant event, bringing together international organizations, businesses, and residents.

Luân believes that the development space for aquaculture in coastal areas should not be limited by planning but should transcend boundaries and integrate with other economic sectors such as tourism.

Furthermore, aquaculture should also aim for activities to reduce emissions, promote green growth, in line with Vietnam’s commitments internationally.

Addressing issues regarding granting marine areas to residents and investment organizations for aquaculture development without marine spatial planning, Luân stated that within a 3 nautical mile range, it falls under the jurisdiction of the district, while from 3 to 6 nautical miles, it’s under the province. Therefore, local authorities have full jurisdiction to develop aquaculture within the permitted scope.

Responding to questions about zoning for aquaculture and handing over management to enterprises, Nguyễn Minh Sơn, Director of the Department of Agriculture and Rural Development of Quảng Ninh province, affirmed that the highest goal of the province is sustainable development of the aquaculture industry.

In his opinion, Quảng Ninh’s goal is to attract investment and create new products for coastal tourism, leveraging the abundant resources the province possesses.

“Quảng Ninh has identified the province’s advantages in developing the aquaculture industry, with the policy of avoiding conflicts with tourism and instead creating added value,” Son said.

Regarding aquaculture zoning, Sơn mentioned that Quảng Ninh province has implemented and allocated marine areas for a period of 30 years. To facilitate management for enterprises, the province has mounted its efforts on marine environmental management over the past year.

The current marine areas are highly appreciated by provincial leaders as they utilize environmentally friendly materials and adhere to higher aquaculture operation standards.

Additionally, the province is conducting research on mechanisms and policies suitable for the locality’s characteristics, based on the regulations of the Government and the Central Committee.
