By 2050, the fishing port system will be developed in a comprehensive, modern, and synchronized manner

Deputy Prime Minister Tran Luu Quang signed a decision to approve the master plan for the fishing port system and storm shelter areas for fishing vessels for the period 2021-2030, with a vision to 2050.

General objectives by 2030: The master plan aims to complete and modernize the fisheries infrastructure, meet the logistical service needs of the fisheries industry, ensure food safety, reduce post-harvest losses, ensure safety for fishing vessels and fishermen, and promote socio-economic development. It also aims to enhance fisheries management efficiency, strengthen international integration, adapt to climate change, protect the environment and marine ecosystems, and contribute to national defense and security.

Specific targets:

  • The fishing port system will handle 2.98 million tons of seafood per year (including 100% of wild-caught seafood and part of the farmed seafood production at sea). It will ensure fisheries management and traceability, and prevent illegal fishing activities.
  • The storm shelter areas will accommodate over 83,600 fishing vessels safely.
  • 100% of fishing ports and storm shelter areas for fishing vessels will comply with the land and water usage regulations specified in Articles 78 and 84 of the 2017 Fisheries Law.
  • Develop key domestic and international trade hubs to drive the growth of seafood industrial zones, coastal economic zones, major fishing centers linked to key fishing grounds, and foster the sustainable and efficient development of the fisheries sector.

According to the master plan, management capacity of the fishing port system and storm shelter areas for fishing vessels will be enhanced at both central and local levels to meet the requirements of fisheries management, catch monitoring, seafood traceability, and combating illegal fishing. Digital governance will be applied at all Type I fishing ports.

2021-2025 Focus: The focus will be on completing infrastructure at Type I fishing ports in five major fishing centers, as well as Type I fishing ports and regional storm shelter areas for fishing vessels continued from previous planning periods where there are large numbers of vessels regularly docking. Projects on fishing ports and storm shelter areas for fishing vessels on island routes, and projects combining economic development with national defense and security will also be prioritized.

Vision for 2050: The fishing port system will be developed comprehensively, modern, and on par with major fishing ports in the region and worldwide, meeting green port criteria. Type I fishing ports in major fishing centers will play key roles as international gateways in the global seafood value chain, with high competitiveness.

Additionally, modern fishing ports and storm shelter areas for fishing vessels will be completed on islands, particularly in the two island districts of Trường Sa and Hoàng Sa, contributing to environmental protection, marine ecosystem conservation, and ensuring national defense and security.
