Khanh Hoa grants first offshore aquaculture licenses for 3 – 6 nautical mile zone

In a significant step for high-tech marine aquaculture development, five individuals in Khanh Hoa province have become the first to receive official licenses to operate offshore fish farming between 3 and 6 nautical miles from shore.

According to the Department of Fisheries, Marine and Islands (under the provincial Department of Agriculture and Environment), licenses were issued to five residents of Phuoc Long ward (Nha Trang City) for high-tech aquaculture activities in the Dam Bay area of Vinh Nguyen ward.


Le Dinh Khiem, head of the Department of Fisheries, Marine and Islands, confirmed that these individuals are the first in Khanh Hoa to be granted legal permits for high-tech aquaculture in the designated offshore zone. The permits mark an important milestone in the province’s broader push toward sustainable and technologically advanced offshore farming.

Specifically, Le Cong Suat, Bui Van Hoi, Vu Trong Hung, and Huynh Thi De Thuong were each granted permission to farm golden pompano on 1,000 square meters of sea surface per household, with an estimated annual yield of 20 tons. Meanwhile, Vu Khac Muoi was authorized to raise both golden pompano and cobia on the same area, with a projected output of 30 tons per year.

After receiving their licenses, these farmers will complete further procedures to officially obtain marine farming zones at Dam Bay.

On February 20, 2025, the Khanh Hoa Provincial People’s Committee approved the locations, coordinates, and size of coastal and offshore zones for high-tech marine aquaculture. In total, the province has designated 23 areas for such development, 15 zones within 3 nautical miles covering over 1,443 hectares, and 8 zones between 3 and 6 nautical miles encompassing approximately 1,273 hectares.

These developments represent a major step toward scaling up sustainable and modern offshore aquaculture in Vietnam’s coastal regions.
