Quang Ninh: Intensifies boat registration and inspection
Significant progress has been made in registering and inspecting fishing boats in Quang Ninh Province recently.
Following a campaign to inform and educate about boat registration, fishermen in Quang Ninh have promptly organized their schedules to dock their boats and visit the public administration center to complete registration procedures. Thuy, a local fisherman, commented, “Previously, my boat lacked official documentation. However, with encouragement from local authorities, I proceeded to register it. The registration process was expedited thanks to the thorough guidance I received.”
Currently, there are 230 boats in Tien Yen District with lengths between 6-12 meters. Of these, 68 boats are not yet officially registered as required.
“At present, 67 out of these 68 boats have been registered. Only one boat remains unregistered due to difficulties in contacting its owner. We plan to collaborate with Hai Lang Commune (where the unregistered boat owner resides) to finalize the registration process, ensuring that all boats are registered in compliance with regulations,” stated Do Thi Duyen, Head of the Department of Agriculture and Rural Development in Tien Yen District.
The management of the fishing fleet, as well as the monitoring and control of fishing boat operations and seafood volumes handled through ports, has been rigorously and effectively managed by Quang Ninh Province, leading to many positive outcomes.
To date, there have been no reported cases of fishing boats engaging in illegal seafood harvesting in foreign waters. Installation of VMS equipment, registration, and issuance of food safety certificates for all boats 15 meters or longer have been successfully completed. The registration and provisional registration rates are at 100%, with inspection rates at 99.32%, and 95.88% of fishing boats have received their licenses.
Do Dinh Minh, Head of the Quang Ninh Fisheries Sub-department, noted that the unit has directed and assisted localities in focusing on boat registration and inspection. The procedures and steps have been comprehensively guided by the Ministry of Agriculture and Rural Development and the Quang Ninh Department of Agriculture and Rural Development, facilitating the process for the public.
“Ensuring that all boats are fully registered and inspected is crucial for addressing the European Commission’s ‘yellow card’ issue. We have guided localities to review, classify, and organize registration for boats that meet the criteria for operation; for boats with procedural or origin challenges, we will provide assistance to localities. We are accelerating the quota allocation process so that localities can promptly issue permits. Furthermore, we are working with localities to enhance control and strictly deal with boats that fail to comply with procedures despite guidance, aiming to resolve all issues and set a strong example,” Do Dinh Minh emphasized.
